Most teams treat a design system as a component library. They build buttons, cards, form fields, and modals, publish them to a package, and consider the job done. The problem is that components are just the visible output. Without governance, the system behind those components is a house with no foundation. It might look fine for six months, but by month twelve you will have three slightly different modal implementations, a button component with fourteen props nobody can explain, and a growing number of teams who have quietly stopped using the system entirely.

Governance is what separates a design system from a shared folder of React components. It defines who can contribute, how contributions are reviewed, what criteria determine whether a new component belongs in the system or stays in a product repo, and how changes propagate across consuming applications. Without these decisions being made explicitly and documented clearly, every team will make them implicitly, and they will all make them differently.

In my experience, the teams that invest in governance early spend less total time on their design system over a two year period than teams that skip governance and try to retrofit it later. Retrofitting governance into a system that has already fragmented is one of the most painful exercises in front end work. It is far easier to establish the rules before the system grows past its original scope.

The most common governance question is also the most fundamental: should this be a system component or a product component? Every team faces this, and most answer it through gut feeling or loudest voice in the room. Neither approach scales.

A practical decision framework evaluates component requests against four criteria. First, frequency of use. A component that appears in three or more distinct product contexts is a strong candidate for the system. A component that exists in one product, no matter how complex, is not. Second, consistency requirements. If the component needs to look and behave identically everywhere it appears, system ownership makes sense. If it varies significantly by context, forcing it into the system creates more problems than it solves.

Third, stability. Components that are still being actively iterated on in a product context are not ready for system promotion. Moving an unstable component into the design system forces every consuming team to absorb your iteration churn. Wait until the API surface has settled. Fourth, maintenance commitment. Every system component requires ongoing maintenance. If nobody is willing to own the component long term, it does not belong in the system regardless of how many teams use it.

We apply this same framework when deciding what ships in our Solid design system. Every component in that system has been evaluated against these four criteria, and several components that seemed like obvious inclusions were deliberately excluded because they failed on stability or maintenance commitment. The result is a smaller, more reliable component surface that teams can actually trust.

Document your decision framework and make it accessible to every team that might submit a component request. When a request comes in, run it through the framework and record the outcome. Governance literature often describes three ownership models: centralized, federated, and hybrid. That taxonomy is useful as a starting point, but in practice the model you choose needs to match your actual organizational structure, not an idealized version of it.

Centralized ownership works when you have a dedicated design system team of at least two or three people. This team owns every component, reviews every contribution, and controls the release cycle. The advantage is consistency. The disadvantage is throughput. If four product teams need four different components and your system team is two people, the backlog becomes a bottleneck. I have watched centralized models fail specifically because the system team became a blocker for product work, which eroded trust in the system.

Federated ownership distributes component ownership across product teams. Each team can contribute components directly, following shared standards. The advantage is throughput. The disadvantage is consistency. Without strong review processes, federated systems drift quickly. Different teams interpret design tokens differently, prop APIs diverge, and the system starts feeling like a patchwork.

The model I have seen work best for teams between five and thirty developers is what I call anchored federation. One person, not a full team, serves as the system anchor. They do not build every component, but they review every contribution against the decision framework, maintain the token architecture, and own the release process. Product teams contribute components, but those components do not merge into the system without passing through the anchor. This gives you federated throughput with centralized quality control, and it only requires dedicating one person at roughly thirty percent of their time.

The anchor role works particularly well when combined with clear component API conventions. If your system has documented rules for prop naming, composition patterns, and variant structures, the anchor's review process becomes faster because they are checking against explicit criteria rather than making subjective judgments.

The biggest fear teams have about governance is that it will create bureaucracy. And they are right to worry, because badly implemented review processes absolutely do slow everything to a crawl. The solution is not to skip review. It is to design the review process so it catches real problems without becoming a gate that blocks routine work.

A practical component review process has three stages. The first is a proposal stage, which should be asynchronous. The contributing team fills out a short template describing the component, its intended scope, its prop API, and how it maps to the decision framework. This template should take no more than fifteen minutes to complete. If it takes longer, your template is too complex.

The second stage is a design review, where the visual implementation is evaluated against the token system. Does the component use system tokens correctly? Are spacing, color, and typography values coming from tokens rather than hardcoded values? This is where most consistency problems are caught. The entire process, from proposal submission to merge, should take no more than one sprint. If reviews are consistently taking longer than that, something is wrong with the process, not with the contributors. Usually the fix is reducing the scope of what reviewers are checking. Reviewers should evaluate system fit and consistency, not rewrite the component's internals.

Token governance and naming

Tokens are the foundation layer of a design system, and token governance is arguably more important than component governance. A component can be replaced. A token that is used across forty components and twelve applications cannot be casually renamed without significant downstream impact.

Token naming should follow a consistent, hierarchical pattern. I recommend a three tier structure: global tokens define raw values (colors, spacing scales, font sizes), semantic tokens map those values to purposes (primary-action, surface-background, text-muted), and component tokens bind semantic tokens to specific component contexts (button-primary-background, card-surface). This hierarchy gives you flexibility at the right level. Want to change the primary action color across the entire system? Change one semantic token. Want to change just the button background without affecting everything else that uses the primary color? Change the component token.

The governance rule for tokens is strict: no new global tokens without anchor review, and no semantic tokens can be added that duplicate existing semantic meaning. The fastest way for a token system to degrade is for two developers to independently create tokens that mean the same thing with different names. Six months later you have token-surface-bg, surface-background, and bg-surface all pointing to the same hex value, and nobody knows which one to use.

Deprecation without disruption

Every design system accumulates components that need to be retired. Maybe the design language evolved and a component no longer fits. Maybe two similar components should be consolidated into one. Maybe a component was promoted to the system before it was ready, and now it needs to go back to product scope. However it happens, deprecation is a governance problem, not a technical one.

The worst deprecation pattern is the surprise removal. A component disappears from the system in a minor version bump, and consuming teams discover the breakage in CI. The second worst pattern is indefinite soft deprecation, where a component is marked as deprecated but never actually removed, so new teams keep using it because it is still there.

A practical deprecation process has four phases. First, the component is marked as deprecated in documentation and code (JSDoc comments, console warnings in development mode). Second, consuming teams are notified directly with a migration path and timeline. Third, a grace period of at least two full release cycles passes. Fourth, the component is removed in a major version bump with a changelog entry that links to the migration guide. This process takes longer than just deleting the component, but it builds the trust that keeps teams using the system voluntarily.

The timeline matters. I have seen grace periods as short as two weeks and as long as six months. For most teams, one quarter is the right balance. It gives consuming teams time to schedule the migration without feeling rushed, but it also prevents deprecated components from lingering indefinitely. Whatever timeline you choose, commit to it publicly and stick to it.

Governance that works for a ten component system used by two teams will not work for a fifty component system used by eight teams. The good news is that you do not need to redesign your governance model as you scale. You need to add layers.

The first layer to add is automated enforcement. Linters that check for hardcoded values instead of tokens. CI checks that verify component documentation exists. Automated visual regression tests that catch unintended changes. These automated checks reduce the burden on human reviewers and catch the most common problems before a pull request even reaches review.

The second layer is tiered ownership. As the system grows, a single anchor cannot review everything. Assign component area owners who have review authority within their domain (form components, layout components, data display components). The anchor shifts from reviewing every component to reviewing cross-cutting concerns like token changes, new patterns, and component API conventions.

The third layer is governance documentation itself. As rules accumulate, they need to be organized, searchable, and versioned. A governance wiki that started as a single page will need structure: contribution guides, decision records, deprecation schedules, and token naming references. Treat governance documentation with the same rigor you treat component documentation.

Governance is never finished. It evolves as your system evolves, and the mark of good governance is not that it prevents all problems, but that it provides clear processes for resolving them when they appear.
